Could have done with a faster shutter speed as there is bluring on the right figure.
Also that figure is holding a camera of some sort, maybe a phone. Looks a little out of place. Maybe could paint or burn it out. Maybe even Clone it out.
Another option would be to crop around the 3 people in the water feature. As long as the people, enough of the water rising up and the peoples shadows were kept, it could be a completly different photo to post up.

Death is certain, Life is not...
If you don't crop, clone stamp, don't. The photo is what you want it to be. Great photography is simply supposed to evoke an emotion. Technicalities like blur are irrelevant for something like this. It all works for me.
I think you already know this, but you picked the best possible angle to get the light showing through the rising water. It just wouldn't be the same from the other side with the people all lit up. It would look dull. This is grand.
